This law failed to satisfy the expectations of the Indians.
1. No basic change in administration methods was effected by this law . Nor could it ensures a more responsible system of government . Since there was no provision for an authentic cabinet of ministers at the center, all the powers was centered in the hands of the Governor - general and the Executive Council formed by him.There were three Indians in this council and being appointed by the Governor-general had the power to nullify any proposal of the legislative Council. He was not answerable to the Indian Legislative council for his actions, and had only to satisfy the British Secretary to Indian affairs. So virtually the British administrative system in India is continued as before.

2. The provinces did not get any autonomy. Every Provincial Governor was all in all in the administration , the supreme authority to decide all basic and important matters .The provincial Legislature had no right to question him, and the governor could change any decision of the cabinet of ministers .
3. This law did not recognize the common people right's to vote .
4. Separate elections for different communities . This was creating huge rift between different groups of India and it was making hard for Indians to unite.
