The Punjab Hindu Sabha was founded in 1909, with the aim of uniting all the Hindu organizations in Punjab, in order to safeguard their interest. In 1909, G.K. Gokhale wrote this movement was anti-Muslim just as the Muslim League was anti Hindu. Both were against the concept of nationalism. Lal chand and U.N. Mukherjee were the two leaders of PHS . They blamed congress to sidelined Hindu to please Muslims . Lal Chand in a pamphlet namely self-deceit in politics described this as a 'delf-imposed misfortune. ' He advocated the abolition of the congress and to cooperate with British government . He declare himself "first as a Hindu, and then an Indian." Lala Lajpat Rai had close contact with this organization . He opined that a unity among the lower strata of the society should be established before launching of Hindu-Muslim or all India unity. Similar associations were formed both in U.P. and Bihar.
