Passing of Money bill is passed in article 1909 of the constitution.This bill can only be introduced by Lok shabha on the recommendation of the President. After being passed in the Lok Sabha , Raj Sabha then has three points.
1) - It can either pass the bill and sent to president for assent.
2) - It can keep the bill with itself . After 14 days the bill is deemed to be passed by both houses. Lok sabha must pass the bill before raj sabha to pass it.
3) - Rajya Sabha can send the bill to lok sabha with some recommendations . Lok sabha can accept it or reject it .
Rajya sabha has very little power in all of this .

What will follow, if a money Bill is substantially amended by the Rajya Sabha
Answer will be option "a" as given in question
